Robert Stokes, a Grand Rapids dermatologist, has been charged with violating the federal Fasle Claims Act. Stokes is charged with upcoding procedures to make it seem that he had performed a more difficult procedure on patients than he actually did, thus receiving higher reimbursement from federal health care plans.
